Much like the fifth time in the same day you have sex with your new wife on your honeymoon, the State of the Union has taken a lot of work and intense negotiations before coming to fruition. Also like your honeymoon: it involves Donald Trump and Nancy Pelosi.

The address fulfills the requirement in Article II, Section 3 of the U.S. Constitution for the President to periodically “give to the Congress Information of the State of the Union, and recommend to their Consideration such measures as he shall judge necessary and expedient.”
Perhaps during the time Mr. Madison drafted that part people were worried that Congress wouldn’t do anything if the President didn’t first give them a pep talk. This need for encouragement would explain the lesser known but equally important Supreme Court Pat On The Ass.
